HGC Obtains Pilot Approval to Engage in Value-Added Telecommunications Service in Chinese Mainland Strengthening Long-Term Development Strategic

Hong Kong, 12 May 2026HGC Global Communications (“HGC” or “the Group”), a fully-fledged ICT service provider and network operator with extensive global coverage, today announced that the Group has officially obtained a strategic pilot approval for Internet Access Service Provider (ISP) qualification, a type of value-added telecommunications services, from the Ministry of Industry and Information Technology of China. The initiative will bolster the growth of China’s digital economy development, adding significant momentum to the opening up of the country’s telecommunications sector to the global market.

China’s Pilot Program for Expanding the Opening-up of value-added telecommunications services represent a key national initiative to further open-up the telecommunications sector. Under the programme, eligible foreign-funded enterprises are permitted to establish wholly owned operations and provide a range of value-added telecommunications services — including ISP, Internet Data Centre, Internet Content Provision and Online Data Processing, in Beijing, Shanghai, Hainan and Shenzhen, providing enterprises with greater regulatory clarity and flexibility to support digitalisation and business growth.
