There are a number of factors, which could include :

Your modem may not support the 56K V.90 standard. You may need to change to a V.90 modem or to upgrade your modem firmware to the V.90 standard.

The quality and condition of the phone lines and your distance from the telephone exchange can also affect connection speeds. If the connected phone line is not totally "clean" (i.e. if there is line noise), or if you are connecting from an area still using older phone lines, connection speeds at 56Kbps are unlikely to be achieved. Most users in Hong Kong will be able to make connections at speeds ranging from 42Kbps to 48Kbps.

Too many people accessing the Internet at the same time in the same area. As such the local lines in the region may be heavily occupied.
